The Department for Health and Social Care (DHSC) has this week published an interim report on its Major Conditions Strategy – which is the Government’s five-year blueprint to help manage six conditions, including mental health, and tackle the health inequalities which can trigger or cause them. Michelle Lee-Izu, Barnardo’s Corporate Director for Development and Innovation, said: “We welcome how the Major Conditions Strategy interim report recognises the important role family hubs play in promoting healthy development and wellbeing. As strong advocates of Mental Health Support Teams (MHSTs), we are also encouraged by its planned expansion to reach at least 50% of pupils by next year. “These changes are undeniably long overdue. Existing mental health services are already at breaking point, and families are struggling to get the support they need to thrive as record numbers of children are entering the care system. “Children and young people need to be at the centre of the Government’s plans to develop services which will help to safeguard the health of the next generation. That’s why we continue to urge the Government to ensure all children have access to a MHST, alongside a counsellor in every school. An employability service led by children’s charity Barnardo’s Scotland has supported dozens of young people across Perth & Kinross into work and further education. ‘Employability4All’ works to make early interventions for vulnerable individuals and families. It focuses on lifting families out of poverty, reducing child poverty, and reducing in work poverty and the disability employment gap. The service, which was run jointly by Barnardo’s Works and ENABLE Works with funding from Perth & Kinross Council’s ‘No One Left Behind Challenge Fund’, delivered a flexible model of employability support. Among the groups supported by the service include school leavers without a positive destination, jobless care-experienced young people aged 16 to 26, young people with other protected characteristics, aged 16 to 29, and individuals aged 16-67 with a disability or health condition. The project originally ran from September 2022 to March this year and supported more than 50 individuals. More than 80 per cent of those supported were aged 25 and under with 40 per cent having never worked. By the end of six months, more than a quarter of participants had achieved a positive employment or further education outcome, while nearly a third had gained qualifications. Cliff Graham, the Head of Operations for Employment, Training and Skills at Barnardo’s Scotland, said: “The first six months of the Employability4All project led to some very positive results. Our team worked alongside young people and adults and local employers, ensuring there was a match with the aspirations and skills of unemployed Perth & Kinross residents and the local employment opportunities. “We found that some participants were almost work ready, and just needed a little help. Others needed long term support and experienced more barriers to employment. It’s a flexible programme and it is client-centred and designed to do what’s right by the client. It’s not just about getting them into a job right away just to satisfy targets. “Many of the young people we engage with at Barnardo’s have been negatively impacted by the COVID-19 pandemic, and our Project Workers meet with high numbers of young people who are disengaged from learning, lacking in confidence to communicate with their peers and are also struggling with their mental health. This has resulted in these young people being further removed from the job market and requiring a longer timeframe to be ready to move into work.” One participant is Sam*, who started with Employability4All after leaving school because she didn’t feel safe there. She withdrew from school and was home-educated for about 18 months. Sam says she felt supported and confident engaging with the Employability4All service. She explains: “Previously, I was very nervous about jobs and interviews, but knew it would have to happen one day. I was able to choose what was best for me at the time and how comfortable I felt. I always felt comfortable enough to get my points across as well as learn. It has made a big difference in my confidence, being able to speak and go to appointments myself.” Sam is now working full time – a goal that her mother was unsure would be achievable for her. She has a plan for her career, seeking further practical work experience and then aiming to attend university after completing her modern apprenticeship. “It’s been pretty life-changing actually,” says Sam’s Mum. We are pleased that the need for early intervention and prevention services has been acknowledged and that the Welsh Government has accepted, in part, the recommendation to rollout our successful edge of care services, including the ‘Baby & Me’ model. We have robust evidence and evaluation of the impact of this model and would be keen to share this with Welsh Government to inform future rollout. We would now urge for a timeline and commitment to funding to support this. We welcome the recommendation to give all care experienced birth parents a statutory right to intensive wraparound support to reduce the risk of children being removed from their care. Whilst Welsh Government has accepted this, in part, we believe this support needs to ensure that, in addition to specialist parental advocacy, care-experienced birth parents have access to trauma-informed support from the earliest possible point. A commitment to address the inequity in kinship care is also an important development, as we recommended in our written evidence. Our Monmouthshire Families Together service is an example of a local authority partnership that has implemented good practice in relation to kinship care and should be replicated across Wales. We would have liked to see better acknowledgment of the impact of poverty on families and the services that support them. We continue to have concerns about the impact of deprivation on families that are on the edge of care. It is now imperative that Welsh Government sets out clear timelines and resource commitments to ensure that many of the recommendations can be implemented in full.
